According to ‘Yahoo Answers‘ there are 23 Facebook emoticons and smileys. You use keyboard shortcuts to make them by typing a specific combination of characters. For example to make a most popular smile emoticon you type :). Some of the Facebook emoticons and smileys have more than one set of characters. For example you can make a smile by typing any one of the combination at one time. That is you can type any of the :), :-), :] or =) to type a smiling face

When to use them?
When you do think that sending an emoticon will help you with expressing your emotions towards the other person. For example you will send a smile when you are actually smiling. Don’t send a LOL sign when you are actually smiling and not Laughing Out Loud. But what happens in reality when you are sitting at a place where you can not laugh out loud? For example in your office where you cannot laugh out loud because of other people sitting around you, so you could just type LOL and smile. I hope i am not puzzling you!
